Instituto Cultural Vale Launches Free Course on Lei Rouanet

Vale, through Instituto Cultural Vale, is launching on the 11th the online course "Training for Cultural Agents," offering free access, a downloadable manual, and a completion certificate. The program guides cultural producers, artists, and the general public on how to use the Lei Rouanet (Brazil's main cultural incentive law), from project development to financial accountability.

The content will be available at https://institutoculturalvale.org/. The launch will take place at Centro Cultural Vale Maranhão on the 11th, at 6 PM, featuring a performance by Bumba meu Boi da Fortaleza and the presence of representatives from the Ministry of Culture, Vale, and cultural producers.

"Vale understands culture as a driver of human, social, and economic development in the territories. By investing in the technical training of cultural agents, we reaffirm our commitment to strengthening the creative economy, democratizing access to cultural funding mechanisms in Brazil, and reinforcing cultural diversity," says Mariana Luz, Vale's Director of Private Social and Cultural Investment.

Classes Are Accompanied by a Free Manual
Across five modules, the course covers every stage of an incentivized cultural project in a practical, accessible way, focused on the day-to-day reality of cultural management. Topics include: proposal writing; registration on the SALIC platform (used by the Ministry of Culture to manage projects under Lei Rouanet); project execution; fundraising; legal obligations; institutional communication; and financial reporting.

The launch marks the culmination of an in-person training cycle that visited 8 cities and trained more than 350 people. Developed by Suellen Moreira and Daniele Torres — professionals with a combined 40+ years of experience in the cultural sector — the course is complemented by the digital manual "Lei Rouanet: From Project Development to Financial Accountability," available for free download on the Instituto Cultural Vale website.

Vale holds the top position in the ranking of companies that most invested resources through federal cultural incentive laws in Brazil between 2020 and 2025. To strengthen its role in Culture, Vale created Instituto Cultural Vale in 2020, which has since supported more than 1,000 projects across the country, with an investment of over BRL 1 billion in Vale's own resources and through Lei Rouanet. Among these are a network of cultural spaces with free admission, each with a unique identity and vocation: Memorial Minas Gerais Vale (MG), Museu Vale (ES), Centro Cultural Vale Maranhão (MA), and Casa da Cultura de Canaã dos Carajás (PA).
