Scenario:

When the negotiations were initiated in July 2019, between Vale, the Brumadinho Tourism Association and the Region (ABTR) and the local municipal tourism trade, the context for dialogue was very fragile, so the strategy was to hold the workshops in the microregions seeking to expand the process of listening and collective participation, although in the initial phase there were several challenges for stakeholder engagement and little community participation in the development of the program.
