Tailings Management System

We implemented a Vale´s Tailings and Dams Management System (TDMS), which establishes guidelines for managing the safety of our structures. Aligned with industry best practices, this system defines roles and responsibilities and establishes standards and requirements that reflect the company's values, ambitions, and principles for the care and safety of dams and tailings storage facilities (TSFs).

Defense lines

As part of our corporate governance, we have adopted the Three Lines of Defense model. This structure strengthens operational safety, optimizes communication flow for decision-making, and improves risk management at all stages of the operation.

First line of defense

Operational Geotechnics
Risk owners
Comprises operational areas. It is responsible for identifying, assessing, and handling risks in daily activities to ensure the effective application of standard controls.

Second line of defense

Geotechnics Executive Board
Corporate Geotechnics
Represented by a governance area that monitors compliance of the manage system in relation to the primary operational risk management. This acts as a support and monitoring the first line, evaluating that risks are being managed in accordance with the guidelines.

Third line of defense

Compliance Executive Board
Internal Audit and Whistleblower Channel
Composed of an internal audit team. It conducts assessments on the effective application of implemented controls and verifies whether risks are being managed adequately.

External reviews

In addition to the three conventional lines of defense and aligned with international best practices, our Tailings and Dams Management System incorporates additional layers of standard control and verification. They are:

Engineer of Record (EoR):

An independent and external professional responsible for continuous monitoring the structures, their components, and safety conditions, reviewing, monitoring, and inspecting data, issuing vertical reports, and identifying any potential risks or improvements.

Regular Safety Inspection Report (RISR):

One of the EoR's responsibilities is to issue, every six months, a Regular Safety Inspection Report accompanied by a Declaration of Stability Condition (DCE), as established by ANM Resolution No. 95/2022, a document that certifies the safety of the structure.

Periodic Dam Safety Reviews (RPSB):

Required by the National Dam Safety Policy (PNSB) and regulated by ANM Resolution No. 95/2022, these reviews are conducted by independent geotechnical consulting firms. They complement safety management with specialized technical analyses, resulting in reports, also accompanied by a Declaration of Stability Condition (DCE) and recommendations for Vale's teams.

Independent Tailings Review Board (ITRB):

An independent technical committee, composed of multidisciplinary experts, conducts a technical review of the design, construction, operation, closure, and management of tailings disposal structures. The committee members are external professionals with extensive experience and international renown who have never been directly involved in the design or operation of the structure in question. The committee provides opinions and recommendations to Vale based on the technical analyses performed.

Geotechnical Monitoring Center (CMG)

Structural monitoring is conducted as a primary active measures, which operates 24 hours a day, 7 days a week. These systems use advanced technologies, such as radar, remote sensors, cameras, drones, and other technologies, to enable real-time monitoring of structural safety.

De-characterization of Upstream Raised Dams Program

In 2019, we initiated the De-characterization of Upstream Raised Dams Program, which are considered higher-risk structures. We are committed to eliminating all dams raised using this method. We do not build new dams using this method, and all existing structures are inactive and in de-characterization process.

Global Industry Standard on Tailings Management (GISTM)

In 2020, we reinforced our commitment to adopting safe practices by adopting the global industry standard on tailings management (GISTM), consolidating our performance in accordance with the best international practices.
