Our Commitment to Minimizing Social and Environmental Impact

On August 23, 2025, an oil pipeline leak occurred in Lioka Village, Towuti District, East Luwu Regency, South Sulawesi. In response, the local government, PT Vale’s Emergency Response Group (ERG), and the community have formed a joint emergency response team to ensure effective containment, mitigation, and recovery efforts.

Technical measures are being implemented in a measured and structured manner. Mitigation actions are underway to minimize the impact, while sustainable recovery steps are being prepared to restore both the environment and community well-being.

PT Vale expressed deep concern for this incident and reaffirms its commitment to transparency, regulatory compliance, and open dialogue with all stakeholders.

We understand that this situation has affected both the environment and the lives of the surrounding community. As part of our responsibility, we have initiated a comprehensive recovery plan that addresses environmental and social aspects, with the primary goal of ensuring safety, sustainability, and reassurance for the community.

Environmental Recovery

  • Pipeline Area: The affected pipeline area has been secured and cleaned. Oil booms and oil traps have been installed to prevent further spread, and containment ponds have been built to collect residual oil.

  • Ecological Restoration 

    • Flora: Assessment and restoration of affected vegetation are underway.  

    • Fauna: Wildlife monitoring is being conducted to ensure habitats remain safe.  

    • Waste Management: Recovered oil and contaminated materials are being safely stored and processed in PT Vale’s licensed hazardous waste facility, in accordance with environmental standards.  

    • Land Management: Soil testing is ongoing. Remediation techniques, including bioremediation, will be applied to restore land health and usability.

Social Recovery

  • Agrarian Support 

    • Rice Fields:PT Vale is working closely with local governments and farming communities to assess the condition of affected rice fields and provide support through soil recovery, replanting assistance, and livelihood protection.  

    • Non-Rice Fields: Other agricultural lands are also being evaluated to ensure all affected livelihoods are considered.

  • Public Facilities 

    • Access: Roads and pathways to affected areas are being repaired to ensure safe access for residents and recovery teams.  

    • Irrigation Channels and Dam: PT Vale is inspecting and cleaning irrigation channels and nearby dams to ensure they remain safe and functional. Structural assessments are being conducted, and any necessary repairs will be coordinated with local authorities.

This recovery plan reflects PT Vale’s commitment to assure the community that recovery efforts are thorough, collaborative, and focused on long-term sustainability. We are working hand-in-hand with local authorities and residents to ensure that life in Towuti continues safely and steadily.

Day 1 | August 23, 2025

On August 23 at 07:30 WITA, one of PT Vale Indonesia Tbk’s pipelines sustained damage in Lioka Village, Towuti District, East Luwu Regency. In response, the company promptly activated its Emergency Response Group (ERG), following the government’s declaration of emergency response status from August 23 to September 5.

Initial mitigation efforts included identifying the leak source and the first impacted areas—Point 1 and Point 2, both located in Lioka Village. A containment pond was immediately constructed at the leak site, and oil recovery and cleanup operations commenced in the affected river area.

In coordination with the Towuti District Government, the Regional Disaster Management Agency (BPBD), the Environmental Agency (DLH) of East Luwu Regency, police, and military personnel, a joint task force was established and has been working tirelessly since. Beyond technical response, community solidarity provided additional strength. In Malindowe Hamlet, local women opened their kitchens to cook for hundreds of field workers, turning the spirit of togetherness into a driving force for recovery.

Day 2 | August 24, 2025
In coordination with the Towuti District Government, the Regional Disaster Management Agency (BPBD), the Environmental Agency (DLH) of East Luwu Regency, police, and military personnel, a joint task force was established and has been working tirelessly since. Beyond technical response, community solidarity provided additional strength. In Malindowe Hamlet, local women opened their kitchens to cook for hundreds of field workers, turning the spirit of togetherness into a driving force for recovery. Additional affected locations were identified: Point 3 (Lioka Village), Points 4–5 (Baruga Village), Points 6–7 (Langkea Raya Village), Point 8 (Matompi Village), and Point 9 (Timampu Village).
 

The Task Force has undertaken a series of coordinated response actions across multiple locations to mitigate the impact of the pipeline incident:

  • Upstream Area: Isolation of the damaged pipeline, road reinforcement, non-destructive testing (NDT) including thickness and penetrant inspections, installation of access ladders, absorbent housekeeping, and MFO (Marine Fuel Oil) extraction.
  • Point 1: MFO cleanup in irrigation channels, pond extraction, and mobilization of fuel trucks.
  • Point 2: MFO cleanup and extraction into transport trucks.
  • Point 5: Area cleaning, trash bag mobilization, and pump repairs.
  • Point 6: Extraction and removal of drums.
  • Point 7: Oil cleanup, drum and trash bag transport, and installation of new containment booms.
  • Points 8 & 9: MFO containment and extraction around the boom area.
Day 3 | August 25, 2025
PT Vale successfully isolated the leak source and began pipe repair efforts. Containment ponds (pocket ponds) were constructed at several affected points, including Point 9 and the newly added Point 7a. Oil booms were installed to prevent further spread. PT Vale also established a Complaint & Information Center and Health Center at the Towuti Subdistrict Office to receive feedback from the community. PT Vale President Director Bernardus Irmanto visited the site, emphasizing that public safety and environmental recovery are top priorities.
 
 
Day 4 | August 26, 2025
In addition to continuing pipeline cleanup, PT Vale focused on repairing and clearing access roads to recovery points. Absorbent pads were installed at all points, with new handling points added: 2a, 5a, 7b, and 8a. EON solution was sprayed at Points 8 and 9 to bind residual oil. Extracted oil from the river was stored in PT Vale’s hazardous liquid waste (B3) containment facility.
Day 5 | August 26, 2025
PT Vale, together with relevant stakeholders, formed a Monitoring and Environmental & Social Impact Assessment Team to map the impact, conduct field assessments, and ensure accountable and measurable follow-up actions. The assessment classified impacts on rice fields, plantations, fish ponds, poultry, livestock, fishermen, and water wells, with severity levels ranging from low to high. A compensation mechanism was formulated to ensure fairness and certainty for affected residents.
Day 6 | August 28, 2025
Residents from affected villages voluntarily joined technical teams in the field to assist with cleanup efforts. East Luwu Regent Irwan Bachri Syam expressed appreciation for the solidarity shown by the community, government, and PT Vale during a press conference held at the Towuti Subdistrict Office, attended by dozens of residents.
Day 7 | August 29, 2025
Up to August 29, 88 official complaints were received through the Towuti Complaint & Information Post and the 24-hour hotline. Of these, more than one-third had been fully resolved, including requests from livestock farmers for tethering ropes and clean water supply for their cows. On the same day, soil and biodiversity experts from IPB and Unhas began visiting the incident site to assess field conditions.
Day 8 | August 30, 2025
PT Vale had received 112 official complaints, nearly 90% of which were submitted directly during field visits. Experts from IPB and Unhas continued their field observations. PT Vale and the community worked hand-in-hand to accelerate cleanup and recovery efforts.
Day 9 | August 31, 2025
The ERG team continued river patrols to clean up oil films. To capture residual oil layers in rivers and lakes, PT Vale utilized EON, a proven environmentally friendly and safe substance. Every two days, residents received supplies for drinking, cooking, and daily activities.
Day 10 | September 1, 2025
PT Vale carried out large-scale clean water distribution and prioritized follow-up on community complaints, particularly regarding health and clean water access in affected areas. Meanwhile, the ERG team added a pocket pond at Point 2 to collect oil before transferring it to PT Vale’s B3 waste processing facility.
Day 11 | September 2, 2025
Cleanup efforts continued through collaboration between PT Vale and the community. By Day 11, 225 residents from six affected villages actively participated in cleaning rivers, drainage systems, and agricultural land: 75 from Lioka, 30 each from Wawondula, Langkea Raya, Matompi, Baruga, and Timampu. The company also responded to community complaints, including providing cattle ropes to prevent livestock from approaching contaminated water. An additional Complaint & Information Post was established in Timampu and began operations.
Day 12 | August 30, 2025

Cleanup efforts in the six affected villages—Lioka, Langkea Raya, Baruga, Wawondula, Matompi, and Timampu—showed tangible results. The Monitoring and Environmental & Social Impact Assessment Team began documenting affected land, while access routes to handling points were repaired and cleaned. EON was used to remove oil residues from riverbanks. Further steps focused on continued investigation, contaminated soil cleanup, installation of information boards at affected points, and daily recovery progress reports monitored directly by the East Luwu Environmental Agency.

Day 13 | September 4, 2025
Experts from Sucofindo collected water samples and monitored air pollution for further analysis. Cleanup efforts continued in affected areas, including river cleanup by community groups from the six villages and dozens of workers deployed by PT Vale’s contractor partners.
Day 14 | September 5, 2025
The Regional Government, East Luwu Regent, PT Vale Indonesia, and the community held discussions to determine a resolution scheme for affected areas. Regent Irwan Bachri Syam announced an extension of the emergency response period until September 12, 2025, to allow for the completion of oil cleanup efforts. PT Vale emphasized that its actions go beyond corporate responsibility and are part of a long-term, safe, and sustainable solution. Day 15 | September 6, 2025
Cleanup efforts at handling points were conducted 24/7 through rotating shifts. Intensive use of EON was carried out at affected points that had already been cleared of oil layers.

PT Vale’s President Commissioner, Fauzambi Syahrul Multhazar, visited the site and directly interacted with field teams at several impact handling points. Based on visual monitoring at several downstream points, including Points 9, 10, and 11, oil layers and films were rarely observed.
